<P>PROBLEM TO BE SOLVED: To provide a plasma actuation system for a turbo-machinery device. <P>SOLUTION: The plasma actuation system 100 includes an end wall 60, a plurality of end wall actuators 110 positioned about the end wall 60, and a blade 50 positioned adjacent to the end wall 60. The end wall actuators 110 are oriented to produce a swirling flow 250 between the end wall 60 and the blade 50.
