The present invention reduces interference from a macro base station on a small transmission power node. A micro base station forms a micro cell for transmitting signals to a subordinate micro terminal using little power, said micro cell being formed inside a macro cell in which a macro base station transmits signals to a macro terminal. The micro base station is characterized by generating a PDCCH in which uplink or downlink resource allocation information is included, and shifting a PDCCH transmission start symbol to a position that does not overlap with a minimum quality measurement signal in a transmission stop segment where the macro base station stops signal transmission while maintaining the quality measurement signal.
