The present invention provides an electrolytic manganese dioxide which has a BET specific surface area of 20 to 60 m2/g, and a pore volume of at least 0.023 cm3/g for pores with a diameter of 2 to 200 nm. Also provided is a method for producing the electrolytic manganese dioxide having a step in which manganese oxide is suspended in a sulfuric acid-manganese sulfate mixed solution, wherein manganese oxide particles are continuously mixed in the sulfuric acid-manganese sulfate mixed solution, such that the concentration of the manganese oxide particles in the sulfuric acid-manganese sulfate mixed solution reaches 5 to 200 mg/L. Further provided is a method for producing a lithium-manganese complex oxide having a step in which the electrolytic manganese dioxide and a lithium compound are mixed together, and treated with heat to obtain the lithium-manganese complex oxide.
