PURPOSE: An apparatus for enhancing comfort conditions of a train is provided to prevent excessive cooling and heating by effectively controlling a cooling and heating system, thereby saving unnecessary energy consumption. CONSTITUTION: An apparatus for enhancing comfort conditions of a train comprises an indoor condition detecting device(100), a CBTC ground device(200), and a CBTC on-board device(300). The indoor condition detecting device detects indoor conditions of a train and makes the detected information to data. The CBTC ground device detects outdoor conditions of the train according to running sections and service time of the train. The CBTC ground device makes the detected information to data to provide the information about entraining stations to passengers using the train and controls cooling and heating of the entraining stations. The CBTC on-board device is connected to the indoor condition detecting device and the CBTC ground device by a wire-wireless communication network to control the indoor conditions of the train. The CBTC on-board device transmits the control information to the CBTC ground device to control the indoor conditions of the train and the entraining stations.
