The design is the visual features of the FOLDING ROOFTOP CARRIER shown in the drawings, whether those features are features of one of shape, configuration, ornament or pattern, or a combination of any of these features. The stippled lines consisting of evenly spaced shorter dashes in FIG. 1-9 illustrate parts of the FOLDING ROOFTOP CARRIER which do not form part of the design. The stippled lines consisting of evenly spaced longer dashes in FIG. 1 illustrate environment and do not form part of the design. Drawings of the design are enclosed, in which: Figure 1 is a perspective view of a folding rooftop carrier; Figure 2 is an enlarged perspective view of the folding rooftop carrier in an unfolded position; Figure 3 is an enlarged perspective view of the folding rooftop carrier in a folded position; Figure 4 is front elevational view of the folding rooftop carrier in an unfolded position; Figure 5 is a rear elevational view of the folding rooftop carrier in an unfolded position; Figure 6 is a left side elevational view of the folding rooftop carrier in an unfolded position; Figure 7 is a right side elevational view of the folding rooftop carrier in an unfolded position; Figure 8 is a top plan view of the folding rooftop carrier in an unfolded position; and Figure 9 is a bottom plan view of the folding rooftop carrier in an unfolded position.
