PURPOSE: A flame-retardant dual insulating pipe, equipment for manufacturing a flame-retardant PE(polyethylene) outer pipe of the flame-retardant dual insulating pipe, and a method for manufacturing the flame-retardant PE(polyethylene) outer pipe of the flame-retardant dual insulating pipe using the same are provided to prevent fires even when the flame-retardant PE(polyethylene) outer pipe is exposed to the outside. CONSTITUTION: A flame-retardant dual insulating pipe(1) comprises an inner pipe(10), an outer pipe(30), and insulating materials(20). The insulating materials are formed between the inner and outer pipes. The outer pipe is manufactured by mixing PE with flame retardants, and comprises flame retardancy. The insulating materials a flame-retardant master batch, and comprise pellet shapes. The outer pipe is made of 100wt% HDPE and 5~50wt% master batch.
