<P>PROBLEM TO BE SOLVED: To provide a fixing device that suppresses energy loss due to dissipation of heat to the outside of the fixing device as much as possible with a simple configuration, and allows easy regulation of heat insulation property, and an image forming apparatus including the fixing device. <P>SOLUTION: A fixing device 15 includes an upper housing 15a that stores a heating roller 20a, and a lower housing 15b that stores a pressure roller 20b. On the inner surfaces of the upper housing 15a and the lower housing 15b, a heat insulation layer 30 is formed, which is formed by laminating a plurality of sheet-like heat insulation materials on which a number of through holes 33 are formed.
