<P>PROBLEM TO BE SOLVED: To provide a guiding panel and a guiding system capable of indicating a guiding route avoiding a usual route where a disturbance such as a fire is occurring. <P>SOLUTION: In a guiding panel 100, for example, embedded in a floor surface of a building ST, a guiding panel 100 and a guiding system 1000 selectively light a central lighting section 110 and two of four-corner lighting sections 111 to 114 neighboring each other so that a lighting state is formed of an arrow indicating one of four directions and thereby enabling the arrow to selectively indicate four directions.
