<P>PROBLEM TO BE SOLVED: To provide an image binarization device capable of creating a more appropriate binarized image when a background of an image to be binarized includes a picture and the picture of the background overlaps with a character to be recognized. <P>SOLUTION: An image binarization device 1 comprises: a local region image cut out part 124 for cutting out a local region from an image to be binarized; a local region threshold setting part 125 for setting a threshold value of binarization processing based on a pixel value of the cut out local region; and a local binarization processing part 126 for performing the binarization processing based on the set threshold value.
