The present invention provides a biodegradable resin comprising a urethane bond generated by reacting a polyester polymer and a polyvalent isocyanate compound, which is used as a chain extender, the biodegradable resin which is characterized by a method for manufacturing the biodegradable resin having excellent physical properties while limiting the amount of chain extender used, and adjusted content of nitrogen included in the resin thereby. The present invention reduces the amount of ingredients harmful to the human body and the environment being used in the manufacturing process of a biodegradable resin, and thereby provides a biodegradable resin that can be safely used as packaging materials for food or medicine.
