PROBLEM TO BE SOLVED: To shorten a processing time of a deblocking filter, and reduce memory usage.

SOLUTION: In deblocking filter processing, an input macroblock composed of horizontal 16 pixels×vertical 16 pixels is divided into four sub-block groups, a filter processing operation in a vertical edge direction and a filter processing operation in a horizontal edge direction are executed for each divided sub-block group, and the four sub-block groups are connected to be reconstructed to one macroblock.
