<P>PROBLEM TO BE SOLVED: To provide a new external preparation or internal preparation excellent in active oxygen scavenging action, collagenase activity inhibiting action, melanogenesis inhibiting action and cell proliferation promoting action. <P>SOLUTION: An extract from Rosa bracteata has excellent active oxygen scavenging action, collagenase activity inhibiting action, melanogenesis inhibiting action and cell proliferation promoting action, and is also excellent in stability.
