<P>PROBLEM TO BE SOLVED: To provide a heating element which does not interfere with a view, which is excellent in heat generation performance at a low voltage and which includes a pattern capable of minimizing the diffraction and interference of light, and a method for manufacturing the same. <P>SOLUTION: A heating element includes a transparent base material, a conductive heat generating wire that is provided on at least one surface of the transparent base material, a bus bar that is electrically connected to the conductive heat generating wire, and a power supply unit that is connected to the bus bar. In the heating element, 30% or more of the total area of the transparent base material are composed of continuously-distributed closed figures. The heating element has a conductive heat generating wire pattern in which the ratio (area distribution ratio) of a standard deviation to an average value of areas of the closed figures is 2% or more.
