Disclosed are a method and system for configuring an operation mode of a terminal and a base station. The method comprises: a base station using, in information sent to a terminal, a fixed bit to identify a dedicated indicator value of a long term evolution-local area network (LTE-LAN) operation mode so as to notify the terminal of adopting the LTE-LAN operation mode, or the base station instructing the terminal to use a dedicated parameter in the LTE-LAN operation mode so as to notify the terminal of adopting the LTE-LAN operation mode. By using the configuration method of the present invention, system performance of an LTE system in an indoor/hot-spot coverage scenario can be improved, and the terminal is enabled to operate in the LTE-LAN operation mode, so that a dedicated technical enhancement solution of the LTE-LAN can be applied to the terminal, thereby improving the system performance.
