PURPOSE: An object-recognition and walking guide device for visually impaired people is provided to notify information obtained by comparing images obtained from the road and data from a location information server. CONSTITUTION: An object-recognition and walking guide device for visually impaired people comprises the following: a tactile sense expression unit(11) generating the electric stimulation for transferring shapes or characters to the skin of a user by the input of data; a first communications unit transmitting information obtained from a GPS, an orientation measuring unit(12), and an image photographing unit; a second communications unit transmitting and receiving the information or data with the first communications unit; a display unit(22) outputting characters inputted from a character input unit(23); a central processing unit generating data using the information from the second communications unit, and transmitting the obtained data to the second communications unit or a sound output unit; a third communications unit receiving information of the current location in real time; and a memory unit(27) for saving rescue request information.
