PURPOSE: A polyol composition for manufacturing water-absorbable open cell hard polyurethane foam is provided to have excellent water absorption, moisture content, and supporting force by having hard characteristics of hard urethane foam, and open cell characteristics of soft urethane foam. CONSTITUTION: A polyol composition for manufacturing water-absorbable open cell hard polyurethane foam comprises base polyol and a continuous cell opener. The base polyol comprises hydroxy propylated ethylene diamine, and triol sucrose. The continuous cell opener comprises triethylolamine and polyoxyethylene glycol. OH value of the hydroxy propylated ethylene diamine is 470-770 mgKOH/g. OH value of the triol sucrose is 25-40 mgKOH/g.
