<P>PROBLEM TO BE SOLVED: To prevent a password from leaking and services from stopping owing to illegal excessive access. <P>SOLUTION: An access control part sends authentication information to an authentication part at S3 when inputting a packet at S2, sends an authentication result and host information to a determination part at S6 when receiving an authentication result at S5, and determines to reject an access request of a host computer as an access source in a dangerous state based upon a dangerous state determination result at S12 when receiving the dangerous state determination result at a step 11 and determines to permit the access request of the host computer as the access source in a monitoring state. Further, the access control part requests an SNMP processing part to perform SNMP processing at S13 when determining to permit the access request, receives a response packet at S15 and sends it back to the host computer as the access source at S15.
