<P>PROBLEM TO BE SOLVED: To provide a vehicle information recorder and a vehicle, capable of reducing the bias of a recording amount due to frequency and surely leaving data of high importance. <P>SOLUTION: A vehicle information recorder 20 includes: condition discrimination means 22 for discriminating which a trigger condition J2 among a plurality of trigger conditions J2 classified into two or more groups according to the frequency is satisfied; information recording areas 28a, 28b, 28c, ..., 28z provided in a recording medium 28 corresponding to the respective groups, for recording vehicle information; and information recording means 27 for recording the vehicle information in the information recording areas 28a, 28b, 28c, ..., 28z corresponding to the group into which the trigger condition J2 discriminated as being satisfied by the condition discrimination means 22 is classified. By the configuration, the data of high importance is surely left.
