<P>PROBLEM TO BE SOLVED: To provide an apparatus and a method for manufacturing a steel cord, which can advantageously suppress bulge in an outermost layer filament of the steel cord manufactured with a buncher twisting machine. <P>SOLUTION: An apparatus 1 for manufacturing a steel cord comprises: a buncher twisting machine 10 for manufacturing a twisted wire by twisting a plurality of wires or cords together; an over-twister 13 for applying torsion to the twisted wire manufactured by the buncher twisting machine 10; and a plastic working machine 14 for performing plastic working to the twisted wire, which is provided in a transfer path for the twisted wire manufactured by the buncher twisting machine 10 before the over-twister 13.
