The present invention provides a process for producing carboxylated polymers which comprises applying an atom transfer radical polymerization method to the polymerization of a vinyl monomer having a carboxy group, e.g., (meth)acrylic acid, to inexpensively and easily obtain a polymer which has a narrow molecular-weight distribution and has any desired end. The production process, in which a vinyl monomer having a carboxy group is polymerized through living radical polymerization by an atom transfer radical polymerization method, is characterized by neutralizing the vinyl monomer having a carboxy group with a basic substance and then polymerizing the resultant monomer in an organic solvent.
