PURPOSE: A surface coating agent for a substrate and a method for processing surface treatment of the substrate using the same are provided to intactly express visual and tectile characteristics and to prevent water pollution during the process. CONSTITUTION: A method for processing surface treatment of a substrate comprises: a step of coating the substrate with a surface coating agent; a step of heating the substrate; a step of pressing the substrate to express napping effect to the foaming body of a capsule type or a microsphere; and a step of processing transparent coating of the substrate surface. The coating agent contains: 100 weight parts of polymer solution containing 3-70 wt% of polyurethane, acryl, acrylonitrile, or ABS resin, 4-25 wt% of DMF, and 20-93 wt% of MEK; 1-10 weight parts of the foaming body or microsphere; and 0.1-10 weight parts of additives.
