<P>PROBLEM TO BE SOLVED: To estimate video quality in multilateral considerations of content dependency only from degraded video signals without using original video signals. <P>SOLUTION: In this invention, a feature amount is calculated from header information of packets used in video distribution and video signals obtained by decoding video bit streams included in the packets. To put it concretely, a packet or bit rate per unit time is calculated from the header information of the packet used in the video distribution, or a motion amount is calculated from the video signals obtained by decoding the video bit stream, or a block noise amount is calculated from the video signals obtained by decoding the video bit stream, or the feature amount is calculated by the combination thereof.
