Disclosed are a network-selection method for a terminal, and a dual standby terminal, the network-selection method comprising: a first network processing module establishes with priority a circuit-switched (CS) domain in a first network and executes a CS domain service; a second network processing module establishes with priority a packet-switched (PS) domain in a second network and executes a PS domain service; the signal quality of the first network is higher than that of the second network, the data transfer rate of the second network is greater than that of the first network; and when no PS domain service takes place during a set continuous duration, the second network processing module is turned off. Embodiments of the present invention allow for improved quality of service and reduced terminal power consumption.
