A secure auditing system includes a plurality of terminals (1) and a terminal management server (5). The terminal (1) includes a program memory (202), an execution permit list storage unit (301) that partially stores a list of programs, a program identifying unit (311) that determines whether an execution instruction program is a program in an execution permit list, and a hash value checking unit (313) that performs a checking operation using a hash value generated from a file of the program in the terminal 1 if the program is in the execution permit list. The terminal (1) further includes checking units (315, 501, and 511) that perform checking operations with the management server using the hash value generated from the file of the program if the program is not in the execution permit list, and an execution permit/prohibit unit (314) that provides an instruction to permit or prohibit the execution of the program in accordance with the checking results of the hash value.
