PURPOSE: A vibration-isolating and earthquake-resistant device is provided to prevent a load from being applied to a shock absorbing unit when an earthquake is not generated. CONSTITUTION: A vibration-isolating and earthquake-resistant device comprises a first support plate(100), a second support plate(200), and a shock absorbing unit(300). The first support plate is arranged on the ground or the side wall of a building. The second support plate is movably arranged on the top end of the first support plate. The shock absorbing unit is coupled between the first and second support plates.
