PURPOSE: A fixing device for a dowel bar and a construction method of an expansion joint using the same are provided to prevent mortar from flowing into a dowel bar cap by strongly tightening a dowel bar to the side part of a mortar cutoff plate. CONSTITUTION: A fixing device for a dowel bar comprises a dowel bar(100) and a dowel bar cap. The dowel bar is inserted into the dowel bar cap. A mortar cutoff and fixing device is installed on the dowel bar cap. The dowel bar cap is coupled to a concrete protection pipe. A dowel bar cap fixing device is coupled to the horizontal end of the concrete protection pipe.
