PURPOSE: A micro-bubble generator having a two-stage complex structure of a vortex generating unit and a vortex removing unit, and a micro-bubble generation method using thereof are provided to reduce the capacity of a pressure pump and the installation space of the micro-bubble generator. CONSTITUTION: A micro-bubble generator includes an inflow unit(11), a vortex generating unit(12), a vortex removing unit(13), and an outflow unit(14). The inflow unit is installed on the upper side of a pressurizing tank(T), and includes a compressed water inflow nozzle(11a) and a compressed air inflow nozzle(11b). The vortex generating unit includes plural horizontal baffles(12a), and generates saturated water with dissolved compressed air by inducing the vortex reaction of the compressed air with compressed water. The vortex removing unit includes plural vertical baffles(13a) and removes the vortex in the saturated water. The outflow unit discharges the saturated water.
