<P>PROBLEM TO BE SOLVED: To allow a base station to secure its resources for user terminals registered therewith when the base station is configured to accept connections from the user terminals registered therewith as well as user terminals not registered therewith. <P>SOLUTION: A base station has a call-connection acceptance determination unit, a redirection-setting unit, and a notification unit. When the base station receives a call-connection request signal from a user terminal, the call-connection acceptance determination unit determines, on the basis of the amount of resources in use by the base station, whether or not the call-connection request from the user terminal can be accepted. If the call-connection acceptance determination unit determines that the call-connection request from the user terminal cannot be accepted, the redirection-setting unit sets another base station to which the user terminal is to be redirected.
