The present invention relates to a multilayer film, to a backing sheet for a photovoltaic cell, to a method for manufacturing same, and to a photovoltaic module. The multilayer film of the present invention is configured such that a resin layer is formed on a base, wherein the resin layer contains a fluorinated polymer and a reactive function group having an equivalent of 30,000 or less, thus enabling the resin layer containing the fluorinated polymer to have excellent durability and weather resistance, and superior interfacial adhesion with the base. In addition, a process for manufacturing the multilayer film of the present invention enables a drying process to be performed at a low temperature, thus reducing manufacturing costs, improving productivity, and preventing degradation in the quality of a product caused by thermal deformations or thermal shocks. The above-described multi-layer film of the present invention may be effectively used, for example, as a backing sheet for a variety of photovoltaic modules.
