Producing a supporting layer comprises preparing a starting material with an open pore volume of 25-40%, comprising sand and/or residues from the mechanical-biological treatment of domestic refuse and/or material from disused industrial sites, mixing the starting material with a material (I) comprising dry coal fly ash and/or fluidized bed ash and/or brown coal ash from a power station or slag to give a mixture containing 10-35% (I), and adding an aqueous sludge if the water content of the starting material is too low for hydraulic binding. An independent claim is also included for a supporting layer produced as above.
