<P>PROBLEM TO BE SOLVED: To provide a highly-accurate propagation delay time difference measuring method, and a device therefor. <P>SOLUTION: The device is constituted of a transmitter 10 and a receiver, and is used for measuring each propagation delay time difference of routes of N-pieces. The transmitter 10 is constituted of an unmodulated wave generation device 11 for generating the first unmodulated wave group comprising unmodulated waves of N-pieces having each different frequency and the second unmodulated wave group comprising unmodulated waves (fi+Δf) of N-pieces having each approximately equal initial phase and each frequency difference Δf to each unmodulated wave (fi) (i is a natural number from 1 to N) in the first unmodulated wave group, and outputting unmodulated wave pairs of N-pieces wherein each pair (fi and fi+Δf) is formed from two unmodulated waves having the frequency difference Δf; and a transmission device 12 of N-pieces for inputting each unmodulated wave pair (fi and fi+Δf) from the unmodulated wave generation device 11, adjusting each transmission power of the two unmodulated waves in each unmodulated wave pair so that the power at the reception time becomes approximately equal, and transmitting the power to corresponding routes of N-pieces.
