PURPOSE: A switching power converter having an optimum dynamic load reaction with the lowest no-load electrical energy consumption is provided to improve dynamic load response by controlling operating frequency. CONSTITUTION: A transformer(T1) comprises a main wire(Np) and auxiliary wires(Ns, Na). The main wire is connected with an input voltage. The auxiliary wires are connected with an output of a switching power converter. A switch(Q1) is connected to the main wire. A controller(307) creates a control signal in order to turn on or off the switch. The switch is turned on in reply to the control signal in a first state. The switch is turned off in replay to the control signal in s second state. The control signal is created in the frequency between a second frequency and a first frequency while a first output load state is changed into a second output load state.
