<P>PROBLEM TO BE SOLVED: To reduce a transmission wait time of small-size data while avoiding network congestion. <P>SOLUTION: A scheduler comprises a calculation unit which measures a round trip time (RTT) which is a time from transmitting data to a relay device to receiving a response, and calculates a transmission timing time based on the measured RTT. When transmission data is detected, the scheduler outputs the transmission data to a transmission unit after a time from the detection of the transmission data has elapsed the transmission timing time, if the size of the detected transmission data is at or below a threshold value. <P>COPYRIGHT: (C)2012,JPO&INPIT |
