<P>PROBLEM TO BE SOLVED: To provide an actuator capable of easily confirming that a fixed element is assembled, and to provide its manufacturing method. <P>SOLUTION: A plurality of recesses 55 are formed at a position almost the same as the outer peripheral surface of a nut 3 of the actuator in the axial direction. Through-holes 57 which are continuous to the recesses 55 and penetrate an output shaft 30 in the radial direction are formed at the output shaft 30, and a space 59 into which the fixed element 51 is fit is formed of the continuous recess 55 and the through-hole 57. The nut 3 and the output shaft 30 are engaged with and connected to each other by an effect that the fixed element 51 is fit into the space 59. A fixed element confirmation hole 70 is opened at an axial end face exposed to the outside of the output shaft 30 out of both axial end faces of the not 3, and continues to the space 59 while axially extending.
