<P>PROBLEM TO BE SOLVED: To provide a signal control device, a computer program, and a signal control method capable of determining excess and deficiency of the green light time of a signal light device with respect to an entering road entering a cross point. <P>SOLUTION: A stop position specification part 103 identifies a vehicle by an identification code included in uplink information of the vehicle, determines whether or not the identified vehicle stops on an entering road, calculates a distance from a cross point to a stop position if it is determined that the vehicle stops, and outputs the calculated distance to a green light time determination part 104.
