<P>PROBLEM TO BE SOLVED: To provide a semifinished blank for a varifocal lens capable of reducing power consumption and preventing reduction in commercial value, a varifocal lens and varifocal glasses. <P>SOLUTION: A semifinished blank for a varifocal lens includes a first substrate 19, a first transparent conductive film 21 formed on a front surface of the first substrate 19, a second substrate 41 opposed to the first substrate 19, a second transparent conductive film 43 formed on a rear surface of the second substrate 41, and a varifocal part 5 disposed between the front surface of the first substrate 19 and the rear surface of the second substrate 41.
