<P>PROBLEM TO BE SOLVED: To provide an X-ray emitting device capable of generating continuous X-rays not including characteristic X-rays in an energy region of a predetermined energy value or greater, without using a large-scale apparatus such as a high-energy electron storage ring. <P>SOLUTION: The X-ray emitting device comprises: a carbon-based cold cathode electron source; a target which is made of a conductive light element having a lower atomic number than titanium and receives electrons emitted from the cold cathode electron source; and a shielding member for shielding X-rays other than X-rays generated from the target.
