<P>PROBLEM TO BE SOLVED: To provide a technique capable of properly determining whether a control system of a base station is functioning, for the base station which uses the control system for controlling transmission directivity of a plurality of antennas based on known signals from a communication terminal when transmitting signals to the communication terminal. <P>SOLUTION: When transmitting signals to a communication terminal, based on know signals transmitted from a transmission/reception antenna of the communication terminal, a communication unit 13 uses a transmission system for controlling transmission directivity of a plurality of antennas. When first reception quality which indicates reception quality in the transmission/reception antenna of the communication terminal is better than second reception quality which indicates reception quality in a reception-only antenna of the communication terminal, a determination unit 123 determines that the transmission system is functioning.
