PURPOSE: A congestion controlling method of a mobile communication system is provided to control network congestion based on APN(Access Point Name). CONSTITUTION: An MME(Mobility Management Entity)(430) receives a mobility management request signal from a UE(User Equipment)(410). The terminal includes PDN(Packet Data Network) connection about APN(Access Point Names). The MME determines whether to be the congestion state of the APN(S430). The MME denies a mobility management request(S440). The mobility management request signal is a service request message.
