<p><P>PROBLEM TO BE SOLVED: To provide a band management device and a band management method, performing band management reflecting the state of a network. <P>SOLUTION: A terminal device 5 transmits a request to an SSC (Subscriber Session Control server) 4 so as to use an access line inside an access network 1.
