The invention relates to heat-power engineering and can be used for the production of thermal energy. A thermal heater or steam generator is provided with a vessel in which water steam is produced and supplied under pressure to consumer. Main vessel has an additional vessel in which there is low-melting substance, and heating element. The technical result of the invention is in increase of temperature of working medium or steam at outlet from thermal heater or steam generator, this in its turn decreases consumption of electric energy or provides resource saving at heating working medium and protection of environment.
