PURPOSE: A terminal control apparatus for data offload is provided to reduce repetitive procedures in a terminal by collecting minimum information according to individual terminals. CONSTITUTION: A data offload area determination unit(330) determines whether a first base station or a second base station is located in a data offload area based on the data traffic quantity of the first base station or the second base station. A terminal location alignment unit(340) calculates a distance between a terminal and a base station which the order of the data offload area is higher than a reference order. A data policy establishment unit(350) determines the location information reception cycle of the terminal, the reception cycle of the data traffic quantity, and data transmission cycles.
