PURPOSE: An electronic card issuing apparatus and issuing method thereof are provided to enable a user to pay payment or to withdraw money without having a real card by providing electronic cards which are able to be stored in a user terminal. CONSTITUTION: A user management unit(110) manages user terminal information and the user terminal accounts. The user management unit authenticates the user terminal. An application unit(120) receives an issuing application of an electronic card from the user terminal. An issuing unit(130) issues the electronic card to the user terminal. An approval processing unit(140) transmits the approval for the usage of the electronic card to the user terminal. An calculation processing unit(150) calculates the usage amount of the user terminal.
