PURPOSE: A method for manufacturing steel with low sulfur is provided to stably produce the low-sulfur steel because a desulfurization process is not necessary during the second refining process. CONSTITUTION: A method for manufacturing steel with low sulfur comprises following steps. Residual slag is in a furnace(S110). The sulfur remaining in the residual slag is removed by blowing oxidative gas into the furnace(S120). Desulfurized hot metals are charged into the furnace during the pre-treatment process of the hot metals(S130). The charged hot metals are refined in the furnace(S140). The refined metals are tapped(S150).
