<P>PROBLEM TO BE SOLVED: To provide an optical transmission substrate and an optical transmission module with high design flexibility of optical waveguides. <P>SOLUTION: An optical transmission module 10 includes a substrate 21 having a through-hole 21a that penetrates in a thickness direction D1, D2 and extends in a first direction D3, D4, and an optical member 22 disposed within the through-hole 21a.
