<P>PROBLEM TO BE SOLVED: To obtain a plant monitoring control apparatus in which, when displaying operation frames used for plant monitoring control, order of display can be changed through simple operation. <P>SOLUTION: A management table 2 having features where display order of operation frames are determined, respectively, is created in accordance with a plurality of plants by a data management device 1. When the features having the display order of operation frames corresponding to each of the plants are extracted from the management table 2 as monitoring control apparatus data 3 and inputted to a monitoring control apparatus 5, in the monitoring control apparatus 5, a selection section 51 selects any feature. On the basis of the display order of the selected feature, a permutation section 52 performs permutation on a frame list 4 separately created to indicate the display order of operation frames of a monitoring control target plant.
