PURPOSE: A video server and a seamless playing method are provided to integrate a set number of first video data, thereby lowering a transmission frequency. CONSTITUTION: An output processing unit(12) reads first video data by a set number unit. The output processing unit reads second video data. The output processing unit outputs a first data block and a second data block at every set number of frames. The second data block includes a portion of the second video data. A decoding unit(13) decodes the first data block. The decoding unit maintains the second data block.
