PURPOSE: An apparatus and a method for generating fresh water based on a membrane distillation process and a powdered activated carbon injecting process are provided to stably secure a fresh water generating operation in a membrane distillation process by minimizing the contamination of a membrane. CONSTITUTION: An apparatus for generating fresh water includes a seawater storing bath(1), a mixing reactor(2), a heater(3), and a membrane distillation module(20). The mixing reactor mixes seawater from the seawater storing bath with powdered activated carbon. The heater heats the mixed seawater for a membrane distillation process. The membrane distillation module includes a hydrophobic membrane distillation membrane and generates fresh water. The powdered activated carbon suppresses the contamination of the membrane.
