PURPOSE: A packet-optical transmission method is provided to minimize a traffic delaying phenomenon by implementing a single-hop routing structure. CONSTITUTION: A packet-optical transmission apparatus receives packets from a first end router(110). The packet-optical transmission apparatus recognizes IP(Internet Protocol) headers from the packets. When the layer of the packets needs to be processed, the packet-optical transmission apparatus establishes routes for transmitting the packets through a core router(130,150). When the layer of the packets does not need to be processed, the packet-optical transmission apparatus establishes paths for transmitting the packets of a second end router(170).
