PURPOSE: A heating and cooling cup holder and a manufacturing method thereof are provided to improve the durability and appearance of the cup holder. CONSTITUTION: A heating and cooling cup holder comprises a thermal insulator(110), a plurality of projections(120), and a cutting line(130). The thermal insulator is formed by cutting and welding polyethylene foaming cloth. An opening is formed in the upper and lower end of the thermal insulator. A plurality of projections is formed in order to have the shape of a checkerboard on the outer circumference of the thermal insulator. The cutting line is formed in a cutting area and a non-cutting area.
